For creating a new (3rd edition) character, here's a list of the most useful books and materials. In most cases, it should be considered mandatory to have access to the books for your category(s), at least during character creation.
All characters:
* Shadowrun SR3 core rulebook
* Canon companion (weapons)
* Shadowrun Companion (character customization)
Drivers (Riggers or just having a vehicle):
* Rigger 3 (rigger rules, lots of vehicle stats)
Heavy cyberware users:
* Man and machine (rules, options)
Magic users:
* Magic in the shadows (rules, options)
Deckers:
* Matrix
